You can fly directly to Cebu from either Manila or Coron; however, your best and cheapest bet is to catch a ferry from Donsol.
Moalboal is south of Badian and has some of the most incredible dive spots and coral reefs. It’s a chilled laid-back beach town 2.5 hours south of Cebu City. You can catch a bus directly from Badian or from the south bus terminal in Cebu City for 200 pesos.
